Campagne pour le droit d'habiter à Nairobi dans la dignité et la légalité

Depuis deux ans, la Campagne WNairobiW oeuvre pour la défense du droit à la terre et au logement des habitants des bidonvilles de Nairobi. La campagne repose sur une coordination entre des missionnaires, des associations italiennes et internationales, des réseaux de communautés chrétiennes au Kenya et l'association AfrikaSI qui travaille dans les bidonvilles de la capitale kenyane.

La campagne WNairobiW a remporté sa première victoire en mars 2004, en obtenant la suspension de l'expulsion de plus de 300.000 personnes à Nairobi.

Aujourd'hui le défi se poursuit avec le thème de la conversion de la dette extérieure du Kenya envers l'Italie afin de promouvoir des moyens de développement et d'améliorer les conditions de logement des habitants les plus vulnérables de la capitale du Kenya.

Dans ce but, la Campagne WNairobiW se fait écho de la réponse du sous-secrétaire d'Etat aux affaires étrangères, Alfredo Luigi Mantica, à l'interpellation parlementaire du Député Giachetti (Session de la Chambre des Députés n. 731 du 17/1/2006).

A travers ce document, le sous-secrétaire Mantica nous informe " que le gouvernement italien, en coordination avec la communauté internationale, a décidé de reconvertir les dettes en crédits d'aide consentis au Kenya: les négociations ont commencé afin que les premiers fonds soient libérés au plus tôt. Ces fonds seront réinvestis dans des initiatives adaptées dans les secteurs économique et social ;Le Ministre de l'économie kenyan s'est déclaré lui-même intéressé par la possibilité d'utiliser en partie ces ressources pour la réalisation d'un grand projet italien de rénovation des bidonvilles qui s'appuiera sur un projet pilote réussi et qui sera mis en place en collaboration avec des missionnaires italiens''.

Ceci est le premier acte officiel qui témoigne de l'intense travail d'analyse et de proposition que la campagne ¡WNW! mène depuis 2 ans ce qui la place en interlocuteur privilégié auprès des institutions tant italiennes que kenyanes.Toujours grâce au dialogue entre les missionnaires italiens et les réseaux de société civiles italiennes et kenyanes, la campagne WnairobiW a rencontré en janvier 2006 des représentants du gouvernement italien auxquels elle a confirmé les priorités suivantes:

· Obtenir la garantie du gouvernement du Kenya et des autorités locales que toutes les opérations de démolition et d'expulsion seront bloquées.
· Créer, au sein de l'accord de la conversion de la dette du Kenya envers l'Italie, un " Fonds Populaire pour la terre et le logement ": celui-ci serait alimenté par les ressources économiques ainsi dégagées et serait géré par toutes les parties intéressées, en particulier par la société civile locale.
· Parvenir à ce que les fonds de la conversion de la dette soient utilisés pour la rénovation des deux bidonvilles où la prise de conscience et l'organisation des personnes sont les plus avancées (grâce également au travail du Kutoka Parish Network): les populations des bidonvilles de Soweto et de Korogocho deviendraient ainsi un modèle, qu'il serait possible d'appliquer à d'autres bidonvilles plus importants si des fonds internationaux supplémentaires se libèrent suite à la conversion d'autres dettes.
· Il est impératif d'arriver à un accord sur deux principes clés: i) l'accès à la propriété de la terre dans les bidonvilles à ré-urbaniser doit être reconnu aux communautés qui y vivent (titre de proprieté communautaire); ii) la société kenyane doit garantir qu'elle s'impliquera dans le processus au travers d'un mécanisme de participation clair, officiel, et efficace (gestion du Fonds, plan de ré-urbanisation , étapes d'avancement effectif). Cette participation ne peut se limiter à la consultation, elle doit également s'étendre à la prise de décisions.

Campaign for the right to live in Nairobi with dignity and justice

For the last two years the WNairobiW! Campaign has been working to defend the right to land and housing in the shanty towns surrounding Nairobi. The campaign results from the co-ordination of missionaries, italian and international organisations and Christian networks in Kenya, alongside AfrikaSi, an organisation which works in the shanty towns surrounding the Kenyan capital.

An initial success enjoyed by the WNairobiW! Campaign has been the suspension since March 2004 of the forced evictions of 300,000 people in Nairobi.
Now the challenge continues with the matter of restructuring Kenya's external debt to Italy, to promote development and improve living conditions among the most vulnerable residents of the Kenyan capital.

With this objective the WNairobiW! Campaign is echoing the response of the Subsecretary of State for Foreign Affairs, Alfredo Luigi Mantica, to the parliamentary interpellation of the Deputy Giachetti (Chamber of Deputies session n.731 on the 17/1/2006).

In this document Subsecretary Mantica informed of the decision of the "Italian government, in co-operation with the international community, to restructure the debts created by Aid Credits given to Kenya: the negotiations have already begun in order to bring about the prompt release of funds. These funds will be reinvested in appropriate initiatives within the economic and social sectors, and the Kenyan Minister for the Economy himself has affirmed he is interested in the possibility of using a part of the said funds to carry out a large Italian project of regeneration in the shanty towns to follow the model of the successful pilot project and to be undertaken in co-operation with Italian missionaries."

This is the first official Act to bear witness to the analyses and proposals which the WNairobiW! Campaign has been working on intensively for the past two years.

Always making use of interaction with Italian missionaries and the networks of civil society in Italy and Kenya, the WNairobiW! Campaign met with representatives of the Italian government in January 2006 and reaffirmed the following priorities to them:

· Obtaining guarantees from the government of Kenya and the local authorities that all demolition and eviction operations will be blocked.
· Setting-up, within the agreed framework of the restructuring of the debt between Kenya and Italy, a "People's Fund for Land and Housing" which should receive the newly released economic resourses and which would be controlled by all interested parties, especially by local civil society.
· Ensuring that the funds from the debt restructuring are invested in the regeneration of two suburbs where consultation and organisation among the population are more advanced, thanks also to the work of the Kutoka Parish Network: the populations of the Soweto and Korogocho shanty towns would thus become a model, replicable in other large suburban areas, if further funds were to be released through the restructuring of other debts.
· It is necessary to arrive at agreement on two key points: i) the ownership of the lands in the suburbs which are to be regenerated should be accorded to the communities which live on them (Community title deed); ii) there should be a guarantee that Kenyan society will take part by means of a clear, formal and efficient method of participation throughout the process (management of the Fund, regeneration plan, effective completion stages). This participation cannot be limited solely to the consultation process but should be extended also to decision making.
