AFRIQUE/CAMEROUN - Relancer la Pastorale biblique en Afrique à la lumière de l’Exhortation « Verbum Domini »

Yaoundé (Agence Fides)- Promouvoir la diffusion du Verbe divin en Afrique y compris au travers de l’utilisation des moyens modernes de communication de masse et de la formation à l’Apostolat biblique à tous les niveaux. C’est ce qu’affirme le communiqué final – envoyé à Fides – du Séminaire continental organisé par le Centre biblique pour l’Afrique et Madagascar (BICAM) sous l’égide du Symposium des Conférences Episcopales d’Afrique et Madagascar (SCEAM) qui s’est tenu à Yaoundé (Cameroun) du 30 novembre au 5 décembre (voir Fides 30/11/2010).

Le but de ce Séminaire était d’évaluer l’Apostolat biblique en Afrique à la lumière de l’Exhortation apostolique post-synodale du Pape Benoît XVI relative au Synode de 2008 dédié à « La Parole de Dieu dans la vie et la mission de l’Eglise ». Les participants ont reconnu que « l’apostolat biblique n’a pas encore pleinement pris racine dans certains pays du continent africain ». Pour faire face à cette situation, il est proposé de promouvoir la diffusion des documents du Magistère tels que « Dei Verbum », « Ecclesia in Africa » et « Verbum Domini » ainsi que de la « Lectio Divina » ; de redéfinir à la lueur de l’Exhortation « Verbum Domini » les activités de l’Apostolat biblique ; de renforcer la capacité des femmes dans le cadre de la promotion de l’Apostolat biblique.
Au nombre des instruments recommandés en vue de la promotion de l’Apostolat biblique, se trouvent : l’utilisation des moyens modernes de communication (télévision, radio, Internet) ; la formation d’opérateurs de la Pastorale biblique à tous les niveaux ; un travail en réseau au niveau diocésain, national, régional et continental ; la création d’une école de formation de traducteurs africains des Ecritures Saintes dans les langues locales ; le renforcement de la collaboration entre les Alliances Bibliques et les différentes Conférences épiscopales du continent en vue de la traduction, de la publication et de la distribution de la Bible à un prix contenu dans les langues africaines. DECLARATION FINALE

PREAMBULE

Du 30 novembre au 5 décembre 2010 s'est tenu au Grand Séminaire Immaculée Conception de Nkolbisson, à Yaoundé (Cameroun), un séminaire atelier, organisé par le Centre Biblique pour l'Afrique et Madagascar (CEBAM) et sous l'égide du Symposium des Conférences Episcopales d'Afrique et Madagascar (SCEAM), sur le thème : "Verbum Domini et l'apostolat biblique en Afrique : Evaluation et perspectives d'avenir " - " Allez, de toutes les nations faites des disciples " (Mt 28,19).

Ce séminaire est le premier à être organisé par un continent après la publication de Verbum Domini, l'Exhortation post-synodale du synode sur la Parole de Dieu. Les participants sont venus des Conférences Episcopales Régionales d'Afrique : l'Association des Conférences Episcopales de l'Afrique Centrale (ACEAC) était représentée par la République Démocratique du Congo et le Burundi ; l'Association des Conférences Episcopales de la Région de l'Afrique Centrale (ACERAC) par le: Cameroun, la République Centrafricaine, le Tchad, le Congo Brazzaville et le Gabon ; l'Association of Member Episcopal Conferences in Eastern Africa (AMECEA) par l'Ethiopie, le Kenya, le Malawi, la Tanzanie ; la Conférence Episcopale Régionale de l'Afrique de l'Ouest (CERAO) par le Bénin, le Burkina, le Ghana, la Guinée Bissau, le Nigeria, la Sierra Leone et la Gambie. Les évêques responsables de l'apostolat biblique aux niveaux national et régional étaient représentés, ainsi que les membres de l'Association Panafricaine des Exégètes Catholiques (APECA), les prêtres, les religieux et religieuses, les laïcs et le Secrétaire Général de l'Alliance Biblique du Cameroun, Mr. Luc GNOMA.

Au cours du séminaire, il y a eu des interventions et des réactions de la part des participants. Les conférences suivantes ont été données :
* Conférence inaugurale, par le Directeur du CEBAM, le P. Moïse ADEKAMBI ;
* La Parole de Dieu dans la littérature deutéronomiste : Implications pastorales pour l'Afrique, par le P. Etienne BASSOUMBOUL, professeur à l'Université Catholique de Douala ;
* A l'écoute de Verbum Domini. Clés pour entrer en dialogue avec l'Exhortation apostolique post-synodale - en deux séances -, par le P. Paul BERE, SJ, professeur dans les Instituts Théologiques des Jésuites à Abidjan et à Nairobi ;
* Verbum Domini, la Bible et l'Eglise en Afrique, par la Sr Mary-Sylvia NWACHUKWU, DDL, professeur à l'Ecole Internationale de Théologie des Spiritains et au grand séminaire d'Enugu (Nigeria) ;
* Perspectives pastorales de l'Exhortation post-synodale selon les régions du SCEAM, par le P. Joseph KATO de l'AMECEA, le P. Philippe GREBALET de l'ACERAC et Mr Femi Emmanuel ADEOJO de la CERAO ;
* L'apostolat biblique dans le parcours catéchétique : le cas du Bénin, par le P. Victor SOGNI, recteur de la basilique de Ouidah (Bénin) ;
* Expérience de cours bibliques par correspondance en Ethiopie, par Melle Yewbdar GABREYES, personne ressource du bureau d'apostolat biblique de l'Ethiopie ;
* Les Programmes du CEBAM pour l'apostolat biblique en Afrique, par le Directeur du CEBAM, le P. Moïse ADEKAMBI.

Toutes les interventions visaient à répondre aux problèmes majeurs posés par le thème du séminaire - l'Exhortation post-synodale Verbum Domini - et à réfléchir sur la réception du document dans les communautés africaines, ainsi que sur la manière de concevoir l'apostolat biblique à la lumière de ce document.

I. OBSERVATIONS

Au cours du séminaire de Yaoundé, nous avons fait les constats suivants :

1. L'Exhortation post-synodale Verbum Domini constitue un " leitmotif " pour l'apostolat biblique.
2. L'apostolat biblique n'a pas encore pleinement pris racine dans certains pays du continent africain.
3. Le travail d'animation de l'apostolat biblique fait par le CEBAM est une illustration effective d'une grande partie des exhortations de Verbum Domini.
4. Le travail du CEBAM doit être encouragé, stimulé et relayé jusqu'à la base.

II. RESOLUTIONS

Nous prenons donc les résolutions suivantes :

1. Faire une large diffusion des documents du Magistère spécialement Dei Verbum, Ecclesia in Africa et Verbum Domini. Ces documents du Magistère nous aident à mieux penser la coordination des activités pastorales dans nos diocèses et régions.
2. Faire une grande promotion de l'enseignement des méthodes de Lectio Divina en Afrique par des séminaires, des rencontres, etc.
3. Redéfinir le but, les structures et les activités de l'Apostolat Biblique dans la ligne de l'Exhortation apostolique, Verbum Domini.
4. Renforcer les capacités des femmes dans la croissance de la foi et la promotion de l'Apostolat Biblique en Afrique.
5. Trouver les ressources humaines, financières et matérielles adéquates pour les programmes de l'Apostolat Biblique aux niveaux diocésain, national, régional et continental.
6. Prendre en compte la question de la Nouvelle Ethique Mondiale qui tend à contredire l'enseignement de la Bible, du Magistère et les valeurs de la culture africaine.
7. Promouvoir les Cours Bibliques par Correspondance, surtout à l'endroit des jeunes, en utilisant les moyens modernes de communication.
8. Inviter tout le Peuple de Dieu, surtout les évêques, les prêtres, les religieux et religieuses, les catéchistes, à jouer leur rôle dans la promotion de l'Apostolat de la Bible.

III. RECOMMANDATIONS

Pour ce qui est de l'avenir de l'Apostolat Biblique en Afrique, nous faisons les recommandations suivantes :

1. Comme nous l'avons dit ci-dessus, il est urgent de former les personnes impliquées dans l'Apostolat Biblique à tous les niveaux. Cette formation apportera une meilleur compréhension et appréciation de l'Apostolat Biblique par ceux et celles qui sont impliqués dans la vie pastorale des Eglises particulières en Afrique.
2. L'utilisation de moyens modernes de communication sociale - particulièrement de la télévision, de la radio et de l'internet - et des moyens traditionnels de communication, dans la promotion de l'apostolat biblique sur le continent.
3. Le travail en réseau et le partage d'expériences entre les agents de l'Apostolat Biblique aux niveaux diocésain, national, régional et continental.
4. Création d'une école de traductions délivrant des diplômes, pour les traducteurs africains, en raison du besoin de traduction des Textes Sacrés ou des documents d'Eglise.
5. Renforcement de la collaboration entre les structures impliquées dans les projets bibliques. Les Alliances Bibliques et les Conférences Episcopales Nationales facilitent toute collaboration pour la traduction, l'édition et la distribution de la Bible à un prix abordable, dans les langues africaines.
CONCLUSION

En tout ceci, nous reconnaissons la bénédiction de Dieu dans les fruits de ce séminaire. Nous remercions l'archevêque de Yaoundé, Son Excellence Mgr Victor TONYE BAKOT et l'archevêque de Douala, Son Excellence Mgr Samuel KLEDA ainsi que tous les évêques qui étaient avec nous durant tout ce temps : Nos Seigneurs Telesphor MKUDE, Gaspard MUDISO et Mathieu MADEGA.

Nous exprimons également notre gratitude et reconnaissance à nos partenaires financiers, en l'occurrence à Aide à l'Eglise en Détresse et Missio Aachen ; au comité local d'organisation, au recteur, le P. AFRICA/CAMEROON - Reviving Biblical Pastoral Care in Africa in light of the Exhortation, “Verbum Domini”

Yaoundé (Agenzia Fides) – One recommendation is to promote the diffusion of the Divine Word in Africa through the use of both modern means of social communications and traditional means of communication in the promotion of the Biblical Apostolate on the Continent, says the final communique sent to Fides for the Continental Seminar organized by the Biblical Centre for Africa and Madagascar (BICAM), under the auspices of the Symposium of Episcopal Conferences of Africa and Madagascar (SECAM) that took place from 30 November to 5 December 2010 at the Immaculate Conception Major Seminary Nkolbisson in Yaoundé, Cameroon (see Fides 30/11/2010).

The purpose of the Seminar was to evaluate the Biblical Apostolate in Africa, in light of the Post-synodal Exhortation by Pope Benedict XVI for the 2008 Synod on “the Word of God in the life and mission of the Church”. The participants acknowledged that “the Biblical Apostolate has not yet taken root in some African countries.” To address this situation it was proposed to widely disseminate the magisterial documents, namely “Dei Verbum”, “Ecclesia in Africa” and “Verbum Domini”. It was also proposed to widely promote teaching the methods of “Lectio Divina” in Africa and to redefine the aim, structures and activities of the Biblical Apostolate in line with the Apostolic Exhortation, “Verbum Domini”, and to re-emphasise the important role of women in the dissemination of faith and promotion of the Biblical Apostolate in Africa.
Among the recommendations for promoting the Biblical Apostolate are: the use of modern means of communication (television, radio, internet), urgently addressing the formation of those involved in Biblical Apostolate at all levels, networking at the diocesan, national, regional and Continental levels, the establishment of a school to train African translators of the Sacred Scriptures into local languages and the strengthening of cooperation between the National Bible Societies and the Episcopal Conferences of the Continent for the translation, publishing and distribution of the Bible in African languages at an affordable price. FINAL STATEMENT

PREAMBLE
A Continental Seminar was organised by the Biblical Centre for Africa and Madagascar (BICAM) under the auspices of the Symposium of Episcopal Conferences of Africa and Madagascar (SECAM) that took place from 30th November to 5th December 2010 at Immaculate Conception Major Seminary Nkolbisson in Yaounde, Cameroon on the theme Verbum Domini and Biblical Apostolate in Africa - Evaluation and the Way Forward - "Go to the whole world and make disciples" (Mt 28:19).

The Seminar is the first to be held by a continent after the publication of Verbum Domini, the Post Synodal Apostolic Exhortation of Synod on the Word of God. It had participants from the Regional Episcopal Conferences of Africa such as: The Association of Episcopal Conferences of Central Africa (ACEAC) represented by participants from Democratic Republic of Congo and Burundi ; the Association of the Episcopal Conferences of Central Africa Region (ACERAC) represented by participants from Cameroon, Central Africa Republic, Chad, Congo Brazzaville and Gabon ; Association of Member Episcopal Conferences in Eastern Africa (AMECEA) represented by participants from Ethiopia, Kenya, Malawi and Tanzania ; and Regional Episcopal Conferences of West Africa (RECOWA) represented by participants from Benin, Burkina, Ghana, Guinea Bissau, Nigeria, Sierra Leone and The Gambia. Also represented were Bishops responsible for the Biblical Apostolate at National and Regional levels, members of the Pan-African Association of Catholic Exegetes (PACE), Priests, Religious men and women, the laity and the Secretary General of the Bible Society of Cameroon, Mr. Luc GNOWA.

During the Seminar there were many interventions and reactions from the participants. The following presentations were given:
* Keynote address by the Director of BICAM, Fr. Moïse Adekambi ;
* The Word of God in Deuteronomistic literature: pastoral implications for Africa by Fr. Etienne Bassoumboul, Lecturer, Catholic University of Douala;
* Listening to Verbum Domini: Keys to enter into dialogue with the Post-Synodal Apostolic Exhortation -in two sessions- by Fr Paul BERE, SJ, lecturer at the Jesuits' Theological Institutes in Abidjan and Nairobi;
* Verbum Domini, the Bible and the African Church by Sr. Mary-Sylvia Nwachukwu, DDL, Lecturer at the Spiritan International School of Theology Enugu, Nigeria ;
* The Pastoral Perspectives of the Post-Synodal Apostolic Exhortation in the Regions of SECAM by Fr. Joseph Kato of AMECEA, Fr. Philippe Grebalet of ACERAC and Mr. Femi Emmanuel Adeojo of RECOWA ;
* Biblical Apostolate in Catechetical Curriculum : The case of Benin by Fr. Victor Sogni, the Rector of the Bascilica, Ouidah, Benin ;
* Experience of Distance Bible Courses in Ethiopia by Miss GABREYES Yewbdar, Resource Person of the Ethiopian Biblical Apostolate Desk;
* BICAM Programmes for Biblical Apostolate in Africa by the Director of BICAM, Fr. Moise Adekambi.

All the presentations were aimed at answering the major concerns regarding the theme of the Seminar -the Post-Synodal Apostolic Exhortation - Verbum Domini and to reflect on the reception of the document in African communities and how to envisage the Biblical Apostolate in the light of this document.

I. OBSERVATIONS
During the Seminar in Yaoundé we made the following observations:
1. The Post-Synodal Apostolic Exhortation Verbum Domini constitutes a Leitmotif for Biblical Apostolate.
2. Biblical Apostolate has not fully taken root in some countries of the African continent.
3. The work of the animation of Biblical Apostolate by BICAM is a real illustration of a great number of exhortations of Verbum Domini.
4. The work of BICAM has to be encouraged, stimulated and passed on to the grassroots.

II. RESOLUTIONS
We therefore make the following resolutions:
1. To widely disseminate the magisterial documents mainly Dei Verbum, Ecclesia in Africa and Verbum Domini. These magisterial documents help us to think about better coordination of the pastoral activities in our dioceses and regions.
2. To widely promote the teaching of the methods of Lectio Divina in Africa through Seminars, workshops, etc.
3. To redefine the aim, structures and activities of the Biblical Apostolate in line with the Apostolic Exhortation - Verbum Domini.
4. To re-emphasise the important role of women in the dissemination of faith and promotion of the Biblical Apostolate in Africa.
5. To find adequate human, financial and material resources in carrying out Biblical Apostolate programmes on the diocesan, national, regional and continental levels.
6. To address the issue of the New World Ethic which tend to contradict Biblical and magisterial teaching, as well as African Culture values.
7. To promote Bible Correspondence Courses, mainly for the youth, through the modern means of communications.
8. To invite all people of God, especially Bishops, Priests, Religious, Catechists to play their role in promoting the Bible Apostolate.

III. RECOMMENDATIONS
In relation to the future of Biblical Apostolate in Africa, we recommend:
1. As already indicated above, the urgency of forming those involved in Biblical Apostolate at all levels. This formation will bring about a better understanding and appreciation of the Biblical Apostolate by those involved in the pastoral life of the particular churches in Africa.
2. The use of modern means of Social Communications with particular reference to television, radio, internet and the traditional means of communication in the promotion of Biblical Apostolate on the continent.
3. Networking and sharing experiences among agents of Biblical Apostolate at the diocesan, national, regional and continental levels.
4. Establishment of a Diploma School of Translations for African Translators because of the need to translate Sacred Texts or Church documents.
5. Increased collaboration among the bodies involved in Biblical projects. The National Bible Societies and the National Episcopal Conferences should facilitate any kind of collaboration in translating, publishing and distributing the Bible at affordable cost in African languages.

CONCLUSION
In all these we recognize the blessing of God in the fruitful work realized during the Seminar. We thank the Archbishop of Yaoundé, His Grace Archbishop Victor Tonye Bakot and the Archbishop of Douala, His Grace Samuel Kleda and the other Bishops who were with us during the period: Bishop Telesphor Mkude, Bishop Gaspard Mudiso and Bishop Mathieu Madega.
We also wish to express our gratitude and appreciation to our Partner Agencies, mainly Church in Need and Missio Aachen, the Local Organizing Committee of Cameroon, the Rector, Fr.
